LMS Activity Unlocking based on Another Activity

Allow an activity to be unlocked only after a specifically chosen previous one is complete.

Supports interleaved structures like Memory Verse check-ins that span a course and are available from the beginning of the course to work ahead, but are not part of the “Gating “ structure for other course activities

Expected Behavior: Activity visible and accessible, but does not effect the next activity prerequisite
