Workflow Action Type Search: As a workflow administrator I would like the ability to search for workflow actions by name for selection, similar to how one searches through settings as of Rock 17.0.

Rock Core includes at least 15+ folders a workflow action might be listed under and at least 100+ individuals actions. The folder a specific action is under isn't always intuitive. This translates into a lot of manual clicking and reviewing when attempting to find a workflow action.
